I was under the assumption that drug and bomb sniffing dogs are specialized as far as they do one or the other, maybe thats why they don't use dogs at the security check. I personally would rather have 3 GSD's searching eveyone for everything than these TSA agents on there power trips patting you down like a criminal. I say give the TSA vests to the dogs...
We have done some initial inquiry into using K-9's in the passenger boarding area. So far, zero response. Actually, the use of "people friendly" dogs (Labs, Shepherds, Beagles, etc) would speed up the check-in process: no need to remove shoes, simply line up prior to boarding and walk the dog down the line and back up the other side. No profiling of people as the animal is looking for odors. When the K-9 alerts, simply remove that person from the line for further inspection.
I worked with some ATF folks and their labs doing "people" searches and they were super effective.
As one person said: follow the money. Former TSA chief Michael Chertoff now has a security company that represents Rapiscan machines. The order for the machines exceeds $250 Mil. I'd imagine Mike is gonna get a nice commish check for that.
We still have an Army contract and a Treasury contract, but it would be fun to train some dogs for this environment. We use similar training for our drug dogs to work in school environments.
TSA is one of the largest users of explosives detection dogs in the U.S. Dogs just aren't used to sniff people in this country, except for very limited applications. There are some studies being conducted by Auburn U. and others about using explosives detector dogs in a more advanced method around people.
