So for our family we really wanted her to be social and friendly..With other dogs and people. So when we travel or out on walks we have a happy, friendly dog..Maybe I am looking at this the wrong way..???? Could it be that because of her history I need to be more protective of her interaction? I want to be really clear on my mistakes and be sure to correct my behavior as well..
Not every dog can meet our "expectations" but that doesn't mean anything negative about the DOG - only that the humans may have to adjust their expectations.
As mentioned earlier, dogs don't need "dog friends" in their lives to be happy. In fact, for some dogs - that can be hell. I think your idea of being more protective of her due to her history makes a lot of sense, and I love the idea of you being more protective of her interactions! I also think your dog is giving you signals that she isn't ready or willing to "make friends" and your willingness to read those signals and protect her is warranted.
