This is a good lesson. The vet can't "make" you do anything. Next time this happens to you, pick your puppy up, say "thank you very much", and go find another vet.
Yes, there is a chance that overvaccination could have caused a bad reaction in your puppy. A very good one. But, this vet will never tell you that. He'll just happily treat it and take more of your hard earned $$.

Thats a shame. If the vaccines were given by a vet, at appropriate ages and time spans, there is NO REASON that your vet should have repeated the series, and as already mentioned, there is a very good chance IMO that the additional vaccines could be linked to his skin conditions. It's call 'vaccinosis' and can present it's self in many different ways/forms.
