I would grap the dog at his throat and bring him to his owner. I would tell him if this happend twice I garanty for nothing. But in very nice words. Maybe you give your son peper spray. I don´t know if he can use it. But you can try it. I want to have peper spray for myself because we have a lot of dogs running free on our road. I am not afraid for myself but for my female.

You should already have a "paper trail" started on this idiot and his dog by virtue of the fact that he was issued a citation. Be certain to continue it by notifying the authorities...and insisting that the officer responding write a report or at least give you the incident number...any and every time the dog is out running at large. Include any behavior such as his threatening other people or animals, etc. Document your reports in a file...case numbers. incident numbers, dates and times, etc.
When you, or someone else, has to take more drastic action with this dog...and possibly owner...(I have seen several attenpted murders that began as spats over dogs)...that file will come in very handy. If possible, fill out a "Dangerous Dog" affadavit and file it with Animal Control or whatever passes for such where you live. The authorities may ignore it, but they do so at their own risk if something bad happens. Keep copies of everything and write down any observations you make of dog / owner behavior, etc. the more detailed the better.
While Gordon is correct, a 12ga. will also do just fine with 1oz. slugs...watch your background.
Vitoria your dog is a Chow mix with what? Interesting, that she did that instead of what she was taught to do? Sometimes I think that its better for her not to bite if she can stop the assailant anyway.

Your dog seems to be miles away from the aggressive tendancies of the Chow that attacked the child, off leash and off his property he would have been fair game, in most metro areas.
My son was very lucky in that he was not hurt in the least.
My best friend is the town cop here and he really stayed on the guys back until he built a kennel in his yard and we very seldom see the dog anymore.

Another example of "We fight the way we train". Your son did an excellent job in avoid a bite or attack by remembering what he was taught. Apparently you are a good father and teacher.
I mention this because some fathers are not good teachers, not that they are bad fathers they just put too much pressure of the child, to learn whatever topic.
