Thank you guys for all your advice I am starting to feel more confident in how I should react in this situation. Today I am going to buy and a nice sturdy stick and pepper spray. I am not going to be scared from walking my pup if this happens again I am calling the local police.

And remember that a strong momma bear posture and a string of swear words shouted in a way that sounds like you mean it may avert the need for stick or spray. Don't hesitate to use them if you need them, however.
I'm a big wimp, but I've been able to stop agressive looking off leash dogs by simply shouting NO! at them and putting myself between my dogs and the offender.

It sounds like you are going to need some practice standing up to these dogs so your fear doesn't take over. I suggest you start with very small, short walks, close to the house. Make it so you don't have to lock the door because you aren't going that far away. Izzy will appreciate getting out and may even join you in the sense of going on a mission rather than a plain old walk. It takes some getting used to - what hand is doing what, how is the spray being carried, how is the stick being handled. You can pretend a fence post or an approaching car is unwanted dog attention and practice handling things: Izzie behind you; you in a nice assertive stance, feet planted squarely; spray can in your right hand (if you are right handed); and stick in your left. You could even practice with your sister, so you can both develop self-defense confidence and trust each other to handle the situation.
I know I should and am going to be careful but I am so tired of being scared something bad is going to happen. when does it come to a point where you just say no more? If we could we would move , I was out of state when they chose this place and they are regretting not being more careful , my sister is pregnant and this is not a place to raise a child, so as soon as September comes we are gone. I swear between the first year of college and this neighborhood I am getting ulcers.
Yeah, I can imagine its pretty frustrating Elizabeth. Maybe I'm reading between the lines something that isnt really there, but I get the feeling a few loose dogs are just a small part. My advice would be to avoid the problem for right now, your going to move anyway. Taking your dog someplace to play and train isnt that bad. I almost never walk my dogs from my house. I always load them in the car and take them somewhere.
