How about having a ziplock bag filled with treats next to the door, and the next time you see them, go out and show them how to call their dog to them and get her to sit? You might just win over a couple of kids.
Talking to parents is fine and good if you have any idea they are the type which will care, but from what you say, these kids might be modeling behavior they've learned at home. They might not know how to relate to a dog any other way. Instead of going about this with a "get your dog off my property" (since these are pretty young kids) you might actually be able to befriend them and teach them something... and help their dog. If not, you always can talk the folks and call animal control if the kids don't respond.

What a horrible thing to see. I hope you're able to kick, er, talk some sense in to both the kids and the parents. If not, I hope this little pup "disappears"...

too bad I don't live close, Ellen, I'm real good at the disappearing dog act! Is your camera a video one so you can show the kid zapping the dog on the end of the retractable? Talking with them might work if you have the will or want to teach other people's children. I have spoken with my neighbor's kids and they're actually good kids, it's the mother that's the loser - 4 kids, 4 different fathers, blah blah. So they're not an issue with me. A couple videos of it happening shown to the AC officers should bring shome recourse.

People skills are not my forte.
The dog would probably escape sometime in the near future living next door to me.

I am in no way advocating turning a back on a dog being misused, but am kind of surprised at the number of posts lately dealing with dogs "disappearing" without involving legal authorities. Especially when there is supposedly a good relationship with the police. ?? In my mind, this technique works well as long as someone doesn't take offense to the way we do something and chose to handle it on their own terms.
I'm not playing pollyanna; I fully realize there are crappy families who have no business owning animals of any kind. It just seems to me that spending a few minutes trying to determine if the kids are open to learning how to train their pup certainly takes less time and effort than plannong/executing taking the dog and finding it a new home. In addition, when we "help dogs disappear" there is no record on file of the individuals not being fit owners, so they can just go out and get another dog, and another, etc..

They could be modeling behavior as Barbara suggests, or it could just be that they are acting like dumb boys. I remember my brother doing stuff like that, picking on the cat. One time he and a friend decided to take down a beehive with a baseball bat. He grew up to be totaly normal. Boys that age often do dumb stuff just to find out what will happen.
I think your idea is a good one Barbara. Kids like being taught stuff. Maybe you can even show them some marker training so they can teach the dog tricks.
I would still rat them out, though. If they did what they are doing with the wrong dog they could get hurt. The parents should know.

Did the bee's teach the boys to not try this one again?

Yeah. Of all the bad training, health, and nutrition advice that gets squelched around here, I'm surprised it is going around so much lately, too.
When people refuse to use the most logical, common sense resources first to resolve a problem, I have to wonder the true nature of the situation.
Geez! What if someone saw me correct Turbo and thought I was abusing him because THEY think I corrected him too hard? Then they come steal him from me? **** that!

Edit reason: Ellen, I'm not implying that the above is happening here. I do not doubt at all what you are seeing happen in your neighborhood with this dog.
