I, personally, am all for programs like that. Especially because it gives the inmates a purpose while sitting behind bars instead of causing trouble that can extend their time. Speaking, btw, on a county jail level. Do state and federal prisons have rehab programs like this with dogs or even horses in other states?
The State Penn here in SD has a program called Paroled Pups, where inmates crate train and care for the dogs that are less likely to be adopted due to behavioral issues or lack of manners. They teach basic obedience to them before they are put up for adoption. Inmates that are low-risk also exercise and clean kennels at the HS as well. Most are more knowledgeable than some of the paid staff because of the consistant interaction with specific dogs. I think it's great too!

I'm all about reform in prison. I just think that open access to the public and zero supervision is a recipe for disaster for the dogs, prisoners, COs, and public.
