Will, that's a truly frightening story you shared. What a horrible position to be in. It's bad enough to have dogs attacking your horse, but then a crazy woman is coming at you with an axe! Holy crap!
You're right, though. Unpleasant as it is, we should all think about how we would handle such a situation.
I'm prepared. I always have a couple of pies and a half gallon of Ice cream on hand to throw in her path. I can't conceal them in California though. Darn Libs.

Connie and Lauren, it's true, I don't think it's a good use of our time to plan for our horse to be attacked by three pit bulls, immediately followed by a 300-pound woman coming at us with an axe.
I probably phrased it poorly (wouldn't be the first time!) but when I said we should plan for what we would do, I meant, in general, educating ourselves about what to do or not to do if an aggressive dog comes at us, or, yes, maybe even learning a little bit about self-defense in the event of being attacked by another person.
I realize there are many folks who would not or could not consider the use of firearms in defense of one's self or others. It's a highly personal decision. But by all means, look into the options you would consider and educate yourself ahead of time.

We don't have a gun either, but we have multiple baseball bats and a couple of very nice heavy duty survival type knives.
We did talk about getting a taser or a cattle prod for me for when I am out walking.

Shoot, get yourself a man bag... you'll fit right in. You can pack an entire case of Snickers and no one would give you a second glance... well, they might, but not in regard to breaking the law.

Sorry, man bags full. There'll be no packing of snickers.

Yes.
It would be damned hard for the mind to come up with that O.P. scenario to plan for, though.
I actually FOUND Leerburg because I was concerned about JUST the sort of scenario Will described.
We had four barrier/dog aggressive pitbulls living in the yard behind us. I was looking for ways to lessen the psychological effect of constantly being charged/growled at/barked at, for Danke as a puppy.
I also began planning for the possibility that once she came into season, the intact males might start trying to scale the 10-foot fence to get to her.
I'm always happy to justify the purchase of a new firearm.

Massachusetts.
I'm just joking around, really. The image of the fat, crazed neighbor was really funny. Probably not funny at the time, but its definitely funny as a story.
I joke about the pool cue a lot. It was left in the hallway by somebody who lived here before. I laugh about it all the time because its a very old school form of "personal protection" in this part of town.
I know that its going to make you crazy, but I have never felt like I need a gun. If I wanted one, I could easily get one along with lessons. My father is on the sheriffs department. But other than the gun that he has for work, he's not big on guns either.
People around here really look out for eachother, and the neighborhood is so tight that if I ever found myself in trouble I could run next door for help. So I don't feel like I need a gun in my home, and I can't carry one around outside. I don't really see the point in having one.
It doesn't worry me at all. Police are really quick to respond around here. At least once a month I see something go down where unmarked cars pull out from every direction like something from a movie. Its amazing to see the police presence in my neighborhood when they go into action.
I could totaly see why when you live in a place where there things are spread out why guns make you feel safer. No doubt about it.

Police can only come if someone calls them.

Now she's just charged/growled at/barked at when you train with my brindled idiot. It's all in good fun though... maybe.

What should the plan be if a dog attacks while your out with a group of young children, 4 and under, not yours, and you can’t carry weapons?
