Here we use Rabisin for dogs. I presume that it's not the drug company itself that's telling you that two vaccinations will last for life, right? For humans we use Rabipur, and that only lasts 3 years, although as I said, I personally wouldn't trust it stretched out that long. But I can get Rabipur every two years on our socialised medicine, whereas with a dog, we pay for every shot.
No, scientific studies show that the vaccine used for dogs here is effective for much longer than the 3 years. But state governments set a one year or three year vaccination protocol.
Interesting that your health care covers your rabies vaccine (for humans), ours in Canada, does not - even for those of us in high risk jobs. I got my last series (it's a series of 3 shots, 2 weeks apart) about 4 years ago, because my employer covered the cost - about $2-300/shot!

OMG, and Michael Moore told us that Canada had such great healthcare ;-) Well, these days with Rabipur it's just a single shot, but maybe the vaccine's more expensive. For people at high high risk our HMO provides prophylactic occupational health services; I just need a letter saying that I work with jackals, foxes, etc and they don't ask twice. For post-exposure vaccination for the general public you need to convince a bored public health doctor in a government office that you're really at risk, and then the state pays.
