I'm not sure what is the best tactic when faced with dogs that run up and menace you. Sounds like you did the best thing you could under the circumstances.
I tried just putting our girl in a sit while I put myself between my dog and the one confronting us. Tried the Cesar thing where everyone just remains calm and eventually the other dog realizes we are not a threat, loses interest, and eventually goes away. Unfortunately, not all menacing dogs watch Cesar so we've still had to cope with attacking dogs also.
We've been most successful with the "leave it" command in advance, when possible, and just walking by like you own the street, correcting every time she even starts to look at the offending dog.
Good luck with the prong collar. I'll be interested how it works out.
