Thanks for the input - while I have an idea of what I think is really important (and y'all are pretty much confirming it!!), I'm just in my little corner so I like to see what the issues are across the board - this forum is an excellent place for that!!
I might have an opportunity to do just a little bit of public education, so I'm trying to figure out what the the best couple points to get across might be. We'll see what happens. But if you've got any more things that you feel are really important, thow those out there - really helps me as I ponder this!
I think many people start out with misguided notions, perhaps actually wanting to make changes in their lifestyle (more exercise, get out and meet people, fill some kind of void, etc, etc, etc) and end up putting a lot of responsibility on a dog to do this for them. What they often don’t realize is that dogs actually require a lot more from us than they are initially able to do for us.

Corollary: Don't think your dog is stupid just because it licks its butt.

It really seems like the vast majority of dog owners seem to think their dog is "the exception". Or maybe its denial. I can't quite put my finger on it, but its dangerous. I hear them say "oh he would never bite" or "he loves other dogs"... but they don't ever seem to understand there are circumstances in this world that are beyond our control- and do you really want to roll the dice when it comes to your dog's safety? Health? Life?

Being in rescue one thing I think is important is for people to be realistic in what they want out of a dog and if adopting a dog listen to what the person adopting the dog to you is saying don't just smile and nod, they know the dog best.
An example would be one of our fosters adopted out her 2 foster dogs out together the 2 dogs had lived together for the past few weeks and got along great. They were 8 months and 9 months respectively. The dogs were returned 2 hours later because they played too much. What else could be expected of 2 pups?

As far as dog safety. I deal with a lot of the following owning toy dogs, I'm sure it's not just a toy dog thing though.
A dog is a medium size predator. You wouldn't believe the number of people who don't realize this. No amount of training, snacks, collars, or costumes will make a dog anything but a medium size predator. You can't love a dog enough to make them a child anymore than you can love a puppet enough to make them a real boy. No matter how much it appears that Mr Snuggles thinks he's people, nope, he still thinks like a dog.
Your dog doesn't learn your values, he will still drink out of dirty toilet bowls, eat garbage, lick his butt, impregnate his sister and his mother, and no, he certainly doesn't hide his shame. He is an animal and completely capable of acting like an animal. No, your dog really doesn't know any better.
Being a dog is not breed dependent.

Dogs are not funny looking people. They don't speak English and they don't think the way you do.
Puppies are infants.
Dogs are individuals, even dogs of the same breed or the same litter.

Sometimes people absorb stuff better in sound bites...sadly. So I thought Cesar kind of nailed it with his trifecta of "Exercise, Discipline and Affection" -plenty of these three and in that exact order would help new owners at least begin to structure their responsibilities correctly...
That's wonderful if you have an opportunity to get any of these messages across to the general dog owning public Mara!
