Yes, cops do have better things to do. And im sure they wouldn't prioritze something so trivial. But for noise complaints here, that's who you have to call.

Noise complants aren't trivial since they normally lead to bigger problems. Personally I would rather stop by and inform somebody that their dogs are a nuisance than have to respond to a screaming match between the person with the annoying dog and their neighbor. Not saying that you would do that but you're most likely not the only person who's annoyed by them.
Not a waste of my time at all and the person who called us never gets mentioned.
It's most effective to call when the dogs are out and going bonkers. Go outside and let them hear the dogs in the background. If the police/animal control show up to dogs barking there's no way for the owner to claim that they don't bark. I've been able to tell which house I was called to from clear across a large subdivision before. They still tried to claim that the dogs were only barking because I was there. Right.
