There are many people who don't understand how to approach dogs period, let alone a working K9.
I think it was up to the handler to have educated the reporter about what you can or should not do with a working dog.
Most of us know better and yes it is common sense, but some people seem to be lacking in that department.
The handler should have read his dog better and told the reporter to step back. As Betty says,

And what it also shows us I think is that a dog does give signs before a bite, but we are often too distracted, busy, whatever to catch it.
Very good lesson for sure. Reading body language is so important, both our movements as well as the dogs.
