I'm sure he's just confused like Bob said Brent. Try thinking about how you present the two different downs to him. The recall always comes from a down in motion. Make sure you keep moving, at least walking in place a little.
For the long down, try a long pause in a sit before you down him. Make them very different from each other. At least for a little while, I'd do something just the opposite of what your doing. I wouldnt go away and then come back if he doesnt come, I'd turn directly in front of him and lure him into a front position with your recall command, looking for as much speed as I could get, then slowly add distance back in.
That sounds like your guiding or forcing the dog into position not proofing.
For me proofing is where you practice behaviours in a different verity of situations with different level of distractions increasing and varying duration, distance and distraction.
