Actually, Control Unleashed is the work of Leslie McDevitt and I highly recommend it as another method for helping a dog refocus off the environment and onto the handler. Especially when things out in the world appear big, bad, and dangerous (to the dog).
This dog sounds like it has developed a habit of using its teeth to control situations. It also sounds like a dog that has gotten away with bad behaviour because it is cute. I'm sure, if it looked like a big dog with big teeth, it would not have been allowed to escalate. But that is assuming the pup had handlers who cared enough to give the dog what it needed.
It is very sad to hear that the pup is going to get passed on again. When I see how long it takes my dogs to adapt to new routines, I can't imagine what it is like for them to adapt to new relationships with humans, too. Especially when those humans don't seem to realize this is a DOG not a cute, cuddle toy.
Given how early this dog was removed from its litter, and that it has not developed any bite inhibition (worse, developed using its bite to get its way), I would guess it is going to need an experienced handler, or a new handler committed to learning how to give this dog what it needs: NILF, leadership, structure, training, management, and a loving bond based on respect.
I sure hope there is someone out there willing to give this dog a chance, if only to right the wrongs that put this dog in its unfortunate circumstance today.

I think Jenny was replying to my plea for help with this serious situation and for that I am grateful.
We've all heard this scenario many times. I've never actually witnessed it. It is heartbreaking to see this puppy damaged by a family with loving intention, but unwilling to set appropriate limits, establish structure and do all that it takes to give this puppy a good foundation.
Jenny I agree, this puppy needs and deserves proper leadership.
That said, I thought Steve's link was so funny (obviously, I needed a good laugh) I showed it to my husband. He didn't get it either.

David, You are correct I could fix it. I wasn't sure I knew how, so I asked here and received the validation my confidence needed. The problem is, it is not my dog. It belongs to someone close. It was a responsibility they chose. I am not willing to take it on for them. The pup is only 7 months, it will likely live 15-20 years. It would be like raising grandchildren. Hell NO!

You are right in not wanting to take it on for them, do one good deed and you could end up raising their baby for them if they have one if you do too good a job with the slipper lol!
I have never had a small dog, neither of my Boerboels were that small at 8 weeks old, even the Pointers were robust!
I have always thought it would be too easy for me to accidentally break a small dog, I was playing with my sister's CCK once, and it yelped and ran off, I was only scratching his bum, but you would have thought I had snapped him in half!
