I've had puppies that were just water obsessed. Nothing wrong with them medically, they just found the water bowl too much fun to resist and were constantly in it--playing in it and drinking way more that was necessary.
If your pup is healthy (and I'm sure she is) then it's just a matter of controlling access to the water bowl. IMO, no water for pups after a cut-off hour before bedtime (like, 2 hours before bedtime?)
I've still got one that will stand at the water bowl and tank up unless I tell her to knock it off.
BTW--the tether will help you control the pup pouncing on the other dogs. Older dogs are looking to YOU to control this puppy so that she doesn't become a pest. You don't want an issue to escalate to the point that an older dog has to tell the puppy to back off. Pack play is fine as long as you're supervising, have given permission, and everybody is enjoying it. But never "let them work it out."
Good job on the recent success with the potty training!
UPDATE - the potty training tips have been working great. She is also having a little less anxiety when left in the crate alone and doesnt get as worked up when I get home.
