As for reporting them, I'm not sure how I can - mum didn't get the owners or dogs information. There are tonnes of labs around my area, and we don't even know if they're from the same household...
There's a noticeboard near the entrance to the walk, so I might do up like a poster or something reminding people that it's a leashed area, and that there was a recent incident.
It's incredible that there are so many fools around. Looking around this forum, there are heaps of people that say their dogs have been victims of other owners' stupidity
What is wrong with people!?
Maybe you could just give a description of the dogs and the people, maybe they'll keep an eye out for them and if it happens again (good bet it will) it won't be a first time. The authorities here need to hear about every dog attack to help them realize it's not just pitbulls/bully breeds that attack things so they can wake up and work out a better solution than BSL. So please report it, at least let them know there's two aggresive labs they need to keep an eye out for. Nice idea about the poster but I find people generally know where they're allowed to let their dogs off lead but they don't care and everyone knows a national park is strictly a leashed area!

I completely agree with Brad. Especially with an injury!
Who knows .... you may see these dogs/owners again; you may even get a registration plate number or a cell-phone photo or hear the names of the dogs (who knows what?). You may even witness an incident with them.
I would want to have reported this. I would make clear that your mother had been endangered as well.
I would report it and I would get a copy of the written report.
A/C needs a heads-up at the very least that there are aggressive unleashed Labs there, because who knows if they occasionally turn a blind eye a bit when they see unleashed Labs as opposed to one of the "dangerous" breeds.
If you need/want suggestions for helping your dog through the fear that may well arise around this, please post. I'm sorry to say that your dog may have long-lasting (even permanent) effects, but there are ways to minimize them.

I just want to add that your mother did good things, IMO, with what she had (which was pretty much nothing).
She kept her hands and her face out of the way of the attacking dog, and used her shoe/foot. And she showed your dog that she has protective humans.
You may want to read some of the threads here about walking sticks, about how to use sprays without self-injury, and so on.
Your mother sounds like a very good person to have around in an emergency.

Alright you've convinced me, I'll be reporting it ASAP.
I've since shown mum how to break up dog fights and how to use a stick to defend herself and the dogs. Until we hear from the council then we're just avoiding that track

See if your mother has some antibiotics on hand, just about anything will work, one dose, to prevent an abcess from forming in that puncture wound.
Maybe something left over from dental work. Keflex would be great.

All good, Mish is back to normal and the swelling has gone down at her puncture. Mum's decided not to report the dogs, I left the decision up to her. Her reasoning is; she doesn't feel that she could positively identify the dogs, we once had a 'dangerous dog' order on a previous dog and the experience was very traumatic, the council ranger around here is a bloody wanker and really hard to deal with. I don't feel like that's the right choice, but that's the one she made.
I don't know why, but there's suddenly a whole bunch of loose dogs around right now, I saw 2 this morning. I'm carrying around a bottle filled with water and vinegar from now on.

Even if your Mom isn't reporting the incident (I agree with you that it should be reported but it's her decision) I would start reporting every loose dog you see in the park (or any other on-leash area) to the authorities. Bug them until they actually start enforcing the leash laws -- the old "The squeaky wheel gets the grease" kind of thing, you know.
