I don't know, but a thorough exam of the paws would be my first step.
Here's one possibility (of many): I finally found what was making one of my dogs lick and dig at his paw a few years back when I used a second person to hold the light and I held a magnifying glass. I saw the tiniest gleam of shininess, which appeared and disappeared. Long story short, it was a very small shard of glass sticking sideways into one of the spaces (the webbing) between the toes.
Other possibilities are thorns, gravel, pieces of foxtail, tar, metal slivers, grass seeds, and more.

The only thing I can find is a very small scab on the right paw between two of the toes. Which makes me think something was in there but doesn't appear to have anything in it now. Plus he is now also messing with the left paw and I can find nothing wrong there. Ther is no hair loss. The skin between the toes has a pinkish color but its all that color so I'm thinking that's how its supposed to look. Not that its irritated.

Unfortunately, it does happen earlier though - both my goldens started in with environmental allergies before they were 9 months old.
