I believe pano is always in the long bones of the leg. It can also move from one leg to another in a days time but not always.
I've only had one dog with pano. They DO out grow it but I agree with Connie about "if" it's in the paw.
Pano is in the long bones. I's also sometimes called "shifting leg lameness". If the pain is definitely in the foot, I would pretty much rule out pano.
I will say that we once had a horrid swelling and infection pop up in Ozeta's foot, and we searched it with a fine eye and found NOTHING. Swelling and infection was obvious in her case, but we could find no wound or entry point. Several days later while soaking the foot I had the idea of pouring some peroxide over it to see if the bubbles could find something I missed. Made the discovery of a cracked dewclaw. Break in the claw was right at the skin. Darn near impossible to see, but the focal point of pain and infection. Might inspect the claws very carefully and see if one of them is the pain source.
