Something was definitely off about that raccoon.
They are mean little buggers, they tend to go for the eyes and underbelly of dogs. I have seen some nasty wounds.

Well, the dog is there to keep intruders out of the yard/house. As I came running over, there was not much to do from my side of the fence. I had no gun handy to shoot the raccoon in the head, what since we live in a city would not really be legal at that point, because the raccoon did not attack a human at the time.

Poor little thing -- Small young 'coon out in broad daylight & not looking very healthy ... May have been suffering from K9 Distemper, to which they are susceptible and which is ultimately fatal, after impairing them both physically & mentally
This is my best bet as well. I've dealt with dozens of coons suffering from distemper. They are usually found out during the day and look to be in a drunken state. They also appear fearless and actually approach those things that they would normally run from. This coon didn't appear to be in the advanced stages of distemper but he definately acted as though he was afflicted with it.
