In my opinion--the routine you outline is only as good as the results you see in front of you. For some puppies, this would be plenty of activity. For others, it may not be.
If your puppy exhibits lots of pent-up energy, then she needs more exercise. That might even be just "mental exercise"--sessions of learning new skills.
You can only study and plan and schedule so much. Look at the living creature standing there. She will indicate to you what she needs pretty clearly.
If she doesn't have any toys that she can lay and chew on for an hour, then she needs that. That could he a soft toy, or a toy bone, or a real bone. But puppies can expend a lot of nervous energy simply laying and chewing. Every puppy will have a different chewing style---just make sure you don't leave her with something that she could destroy and swallow, if that is her tendency.
energy problem, but my gf took her out, and kira walked with her unleashed into terrace and then Kira layed next to my GF that was smoking for 10 minutes, total relax, if she had energy problem than im sure she would've run around the big terrace instead of laying down next to my GF, no ?

Don't leave them with her, these are soft toys that you have JUST for when she acts like a butthead.
I made a couple of soft fleece and cotton braids from old rags to have on hand when mine was young. Tucks easily into the belt and easy to whip around.

Sorry, brain didn't fully engage. A bully stick would keep her occupied for a while, and frozen ones last longer.

Try not to get stressed - you're doing great! Take a breath, have fun with your pup. It's a learning curve.
If you get stressed, just put her in a crate with something to chew on (like the bully stick!) and take a break. You'll both come back happier

"in" (informal recall)
"Come"(formal recall)
"spin" (left and right)
"through" (Through the legs
"weave"
"wrap"
"Find place"
Targeting "On target", rotations, "sit, stand, down, spin" on target
I haven't posted instructions for those (I have no time for fun stuff right now LOL all work, work, work.) But hopefully this can help you!

Soft, squeaky toys can be a bad thing. Most are to soft and the dog can shew them up and swallow pieces.
It's also not uncommon for a dog to pop the squeaky thing out and swallow it.
The bully stick as mentioned and also a Kong with peanut butter stuffed inside can keep her busy when your gone.

Yeah,lose the soft toys. Cost me a lot of $ to have a chunk of soft rubber 'bone' removed from a pup's intestine.
Hard chews. Good for the teeth. No toys the dog can chew a big chunk off of.
Have you girl friend use a leash with the dog to emphasize the relationship of human and dog. I'm a fan of a trailing leash with a younger dog, and 4 months is a younger dog to me.
Expect the dog to be a bit testing. What you described doesn't seem too far out of the ordinary to me.
You train and condition the dog today for the dog you want tomorrow. Patience and consistency, and leadership.

Hello Fabio,
I have been following your posts. My pup is the same age as yours and can be a handful too. Everything you're unsure about sounds pretty normal to me. I like to refer to the incident that occurred with your GF as the "Zoomies" it is pent up energy that boils over and is relieved by a burst of intense energy. If I miss that my pup is getting to that point, and it is easy to miss because like your GF said she was sitting quietly. He resembles a ping pong, he runs from one room to the next, ricocheting off the furniture, sometimes vocalizing and then he just stops. When I have missed them coming and I think this applies to your situation; it is because I have allowed too much free(unstructured time)outside his crate or exercise pen(he zooms in the ex-pen but I'm ok with that). Since your pup is doing well in the housebreaking department, at 4 months she probably can be crated for more than 2 or 3 hours...... how come your GF is taking her out? At this age if I'm not going to be interacting with my pup, he's either in his crate or ex-pen. His impulse control is almost non-existent so other than a few minutes at a time can I expect him to relax and be an enjoyable companion unless I am directly interacting with him. They are all different, my last puppy at 4 months would lay down on his bed at night while we watched TV and then put himself to bed in his crate. This little one has just started to take a nap in his exercise pen and I've been using it for 2 months. If your gf is only taking her out to potty, she should go back into the crate. If she's taking her out to the terrace to keep her company because she likes spending time with her; that's way too much to expect from a 4 month old pup. Its your job to help her succeed. Bring the crate on the terrace and your GF can spend time with her while she's safe and sound in her crate WITH A BULLY STICK or some other safe chew toy where she can gnaw and relieve a lot of that stress your gf saw in the form of the zoomies.
Now shes terrified to bring her out again and that is a big problem, we wanna keep her but we need that shes not a danger.
Now is the time to consult a trainer, what you post about sounds normal but no one here is able to see what is going on and if your gf was frightened enough to not want to take her out of the crate and you don't have the experience to feel comfortable that the pup isn't dangerous, you need a professional to step in and evaluate your pup, evaluate your handling of her and your home dynamics. I would look for someone who has a background in aggression(I don't think your pups aggressive but you're questioning it so an experienced trainer can tell you what to look for and put you at ease) and a lot of puppy experience at this point I don't think rotti experience is necessary. As great as the advice is on this site and the many talented people posting here, when it comes to questioning if you should keep a dog, the answers are not here. I suggest looking for someone ASAP, because if you decide to re-home her, her chances of assimilating into a new home will be much better at 4 months than down the road. I don't believe you'll end up doing that Fabio, but you can no longer get what you are looking for online which is reassurance and a plan formulated for you and your circumstances based on 1st hand knowledge of your situation.

um .... do you have the Power of training dogs with food/markers, & the power of playing tug (Michael Ellis) & engagement skills with Forest Micke?
I have 2 rotties both females age nnow is 5 years old, they were born 2 months apart & are 1/2 sisters.
You MUST marker train that dog NOW!
Get a good foundation in markers first and start playing tug after. Rotties like many dogs are demanding of your attention and need something to do when they are young.
Buy those 3 videos if you haven't already they are essential to establish good communication.
Don't over do corrections to stop behavior you do not want but you need to have the dog understand No means No.
All I do is drop food on the floor when my dog goes for it I simply block them from it and say NO! When they stop and look at you, reward them with food from your hand. In no circumstance do they ever get to pick up the food from the floor. search Youtube for "The Tibby & Fritzi Rottweiler Show"
I have a few videos of my Rotties using Michael Ellis' techniques in markers & tug. I also have a ton of recent videos of me using Michaels system to train a little Pomeranian someone gave my wife.
Don't be cheap by trying to learn everything from youtube videos.

At 4 months old it sounds as if the dog may have been trying to force her to engage (play). "HEY ... do something with me... NOW!
You better get some communication (marker training) now, or else in 4 more months that Rottweiler will be a handful.
Last ... find a feed store that sells femur (cow legs) bones! They last forever and your dog will spend hours chewing them with no worries of choking.
