Yes, the poor guy has actually lived in 5 different "homes" -- Three human households & two separate animal shelter stays ... No wonder he's reserved when it comes to initiating interactions, but I agree with the other posters that TIME and maybe Many Months of it, will likely demonstrate more of his personality God bless you for taking him in with lots of Love Forever, Lori !!! (And since most retriever breeds do have an inbred "play fetch gene", even if it's suppressed for some reason, that's one big way I would work on Engaging him.)
Candi, how would you do that if he shows zero interest in anything retrieve?? I've been trying to think how to bring that out in him. He didn't even know what the heck to do with a kong! I now have him licking into the hole to get treats out but he still hasn't figured out that you can roll it around to get the stuff out! I know he's smart because the trainer uses him as the example for all the behaviors in our class - he picks them up really quick. But when it comes to kongs, toys and ball, forget it!

Well let's see, I would use some sort of stuffable Kong type toy that I could tie a string onto, then fill it with his FAVE treat -- I would start his retrieve training by rolling the lickable toy just a step or two away & then after he ate the treat out of it, I would reel it back to you by the attached string for a refill ... This is a Game for Fun, and I would associate the term "FETCH" with it, but not like an obedience command (just to give the game a name he will remember). SLOWLY increase the distance you roll the toy & also the speed at which you reel it back into you for refilling; either he will eventually warm up to Playing Fetch or he won't

...And it may just be that the dog is a great companion but isn't into the enthusiastic side of dog stuff.
A good and faithful companion is a wonderful thing, in my opinion...

And especially now that I'm a cranky ol' codger, LOL, any dog that was all up in my face every minute with throw the ball / Throw The Ball / THROW THE BALL would drive me "nucking futs"

In addition to that great idea you could also try working the dog with a flirt pole.
That can kick a lot of dogs into gear.

I tried it with the flirt pole. She showed a slight interest in the beginning. but in between she only turns up her nose She seems to think: How silly! Will you come more of such ideas? She is very difficult what concerns playing. But I'll go on trying. Maybe she just needs lot of more time than the others to understand that game is fun.
