The decoy creates stress in the dog by finding the chink in it's emotional armor. What does it matter if the dog is hit with buckets of water if that's how they condition it every training session? If the dog is conditioned to stick hits that will be recieved in trials where is the stress?
The decoy has to approach every dog on an individual basis. He has to read the dog and find the weakness very quickly, then capitalize on that weakness attempting to make the dog look bad without being brutal or unfair. This seams to be where the politics of sport come into play. You can make or break a dog depending on the handlers relationship with the judges and decoys. A judge may let a favored dog slide and a decoy may capitalize on a tip that so a dog will let go on the bite if you cover his eyes.
I think creating stress in dogs without inflicting pain is an art not easily learned. It's easy to be aggressive with a dog, but for many dogs this only makes them look better.
