Even though you have to look at what a dog tends to produce in terms of hips (e.g. ZW,) I don't like to see fast normal or B rated hips close up in a pedigree. Both could be considered suspicious for hip dysplasia, and noch zugel and C rated hips could be considered light hip dsyplasia, but still allowable.
My personal opinion is that there is no reason to breed any dog with any degree of hd, no matter how good he is.You are defeating the purpose of getting them certified and doing an injustice to the breed and the public that is putting their trust in the breeder.
I coined this statement many years ago when it came to dogs. " IF YOU CAN'T ENHANCE IT-DON'T CHANCE IT". I lived by that. Wouldn't it be wonderful if everyone did ? I just know we would have a lot less health and conformation problems with the GSD's

I have a Czech /W.German cross that I had spayed at 2. One of my main reasons was that her PENN HIP was only middle of the road, not anywhere near fantastic , as I had hoped. Although she is a great working bitch, I really was compelled to spay her because I wanted to know that she was contributing to the betterment of the breed in ALL ways, or else what would have been the sense??!!

OH yeah, and her breeder was very upset w/me. He had tried to talk me into breeding her at least once. HE felt that it didn't matter if her hips weren't perfect.( She is 100% sound and not dysplastic at all)He thought it was ok because, he rationalized, even perfect dogs can show HD in their lines. Well, I wasn't comfortable with that,since it would have meant I could only breed to excellent hips to hope for a little better hips in the pups , etc.....sorry if I'm rambling, but the comment from Joyce really hits home to me.
