Butch, your situation doesn't sound as bad as some. I consider indoor only runs verging on inhumane for a well house trained animal, and sadly that is whay most vets have for convenience sake.

Remember some cities have noise ordinances and that prevents indoor/outdoor runs...I worked for a huge vet clinic/boarding facility in Lafayette IN and they have a beautiful facility BUT the dogs are walked to the outdoor runs to potty and then brought back in because the noise laws prevents them to have dogs barking in and out all day long....Their kennels on the inside were designed large enough like indoor/outdoor runs so that if the dogs needed to potty the could potty in the large run area and sleep in the back area. They still take the dogs outside several times a day and close at 7 and kennel help comes in at 6 a.m.
