I absolutely agree with Will on this. A controlled environment, with you at the end of the leash learning the skills you need when he's learning to look to you. Your dog doesn't need to love and play with all dogs, but being around dogs frequently when nothing happens (neutral) teaches him that having other dogs is just a normal part of life.
