I don't think I remember cattle being all that calm. They cannot move around, so you don't break needles off in them, and you are less likely to get broken yourself. Many of them thrash around, or try to jump out. weighted and straped on...wouldnt it be putting the same pressure on the dogs...I wonder if any of the K-9 officers has seen a difference in there dogs when wearing a bullet proof vest????
I have worn different types of body armor for much of my adult life, and the "compression" it provided certainly didn't seem to have and physical or mental benefits.
However - it's ability to stop small arms fire and high speed shrapnel helped me *a lot* on several occasions. <img src="/ubbthreads/images/graemlins/wink.gif" alt="" />
Something similar is used on fractious Thoroughbreds while they're being loaded into the starting gate. It's a heavy blanket that covers their rump and flank. It helps in most cases.

I hate to admit it but...I actually considered purchasing one of these for my spaz of a pup. He is not anxious but he seems to be a bit on the hyper side. I figured since swaddling helped comfort my kids when they were babies, it might help him. I am glad I did not waste $70 on it. Not having had the pleasure of meeting the canine in question, I can only assume that if a person wanted to "vest" Fetz it would be because
a) it was done on a drunken dare; or
b) the vester had a serious desire to be violently parted with some or all of his/her extremeties.
