Hi Chuck, I too have a dog suffering with pano, and can't really offer any sugestions.
Pano is not that uncommon but it may be of some interest that pano was identified as a problem when the modified live distemper vaccines came on the market. Your dog should grow out of it at around 18 months. there is some interesting info on http://www.peteducation.com/dogs/panosteitis.htm
My previous GSD was cured in 48hrs after I switched to a lower protein dog food... no more than 24%. An old breeder gave me the tip and it worked great.
Usually, x-rays are a waste of time if the lameness jumps from one leg to another (as it often does with pano). Vets like the additional revenue though... try changing the food (lower protien) -- let me know what happens
