Wait, wait! maybe i can answer my own question: Is it because chasing is so instinctual a behavior and obedience commands are not? At first glance, it may seem like instinctual (deep seated) behaviors (desires) would be more difficult to modify, BUT, i know instinctual behaviors are more likely to respond to punishment (not positive methods) and, also, the animal is avoiding an instinctual behavior (chasing) based on fulfilling an instinctual need (avoiding discomfort).
Also, I want to mention that it seems 'prey aggression' is hardwired in the brain differently than other types of aggression (dominance, territorial, fear, pain, sex, stress or pathological). I think describing prey/chase/bite behaviors with 'aggression' is inaccurate, but just a handy description of the observed behaviors.
Animals in Translation by Tempest Grandin is a good book by the way.
