Anyway, I absolutely concur with Ms. Sutherland and Mr. Schoonbrood, and the need to train, and train, and train. Your dog should hear you and respond to your commands before any distraction.
Some train with a word for instant reaction and stop action. For me it is ‘no’ followed by ‘down.’ I expect the dog to stop what it is doing and go down. Praise if it does; correction if it does not. Often I give those two commands when the dog or dogs are just wandering around. I expect my three GSDs to each respond and go be down at my command as a group, or by name.
From experience I can attest that no matter how well trained you believe the dog to be, it can surprise you. Believe me, there are some surprises you do not want.
On a tangent, some dog owners are cheerfully and wonderful and congenial and have an untrained and undisciplined mutt with them. Their good nature can turn in an instant. Protect yourself and your dog by working the commands. At least one dog owner should be in control, and better it is you.

I tend to agree with Tracy. Why are you letting off lead with the other dog if you don't want them to interact? My dog loves to play with other dogs, I consider that healthy. If the play gets rough, or the other dog is too small, I expect my dog to obey my recall command, and he does, even if he is very excited.
