Rotts do share mastiff characteristics, as do most if not all of the molloser breeds.I doubt it was a cross though, at least I think it is highly unlikely.I think just overfed, maybe underexercised and coming from bloodlines in which the dogs are either on the larger side of the standard or over the limit.Cant say for sure, never seen any in his pedigree.I remember a long long time ago, at least ten years, I saw a Rott ad in the classifieds of Dog World that said "German Tanks".These Rotts were HUGE.Not just tall or stocky, both.They resembled the dog in question.
what i'm looking at is how the dog is getting its height from the depth of its chest, not from its legs. that's a mastiff trait.
there are many, many molosser breeds out there, but that doesn't mean they are all alike, or that one fits the standard for another.
most EMs of today are descendants of a line that was developed in the 1980s. a st. bernard bitch was used by this EM kennel to get a better headpiece. st. bernards are also molossers, and much more like mastiffs that rotties are. still, it was a scandal when it was discovered what had happened, and that kennel lost its credentials and to this day there are breeders who will not breed to an EM from those lines. lots of health problems were created from it, also.
Headpiece is a term of art for the head and its relative conformation. IE, a dog with a breed appropriate head that is beautiful is often said to have a beautiful headpiece.

Alice I agree with you 100%, I was approched once when I had a Dogue De Bordeaux (17 years ago) if I would consider allowing this guy to use my male for his American Bulldog to add more size to his breeding and bigger heads, after talking with him to see what his real agenda was he was not going to say a word about it and sell the pups as pure American Bulldogs and say in his add how big his Americans BD are ect... I think he knew my answer when I walked away in discussed.I trust a breeder when I see a dog of theirs that is overly bigger than the norm
