Might I suggest being VERY careful when it comes to video taping kids without the kids or parents knowledge, in case you have lunatic parents who then accuse you of something far worse than trying to solve your problem, just because you are complaining about their kids.
I know it is prohibited here to video tape kids school plays etc. Crazy I know but that's the world we live in unfortunately.

Videotaping from your personal property and any criminal act that may occur thereon, even if juveniles are involved, is not illegal here. Videotaping of persons in public is also not illegal as there is no expectation of privacy in public places. Videotaping children for the sake of just doing it will put you on the police radar though.

If I were you, here is what I know do. (Forgive me if this sounds stupid)
Write up a Legal looking waiver saying if the kids are provoking the dogs, and the dogs attack, legally there is no responsibilty on you, or the dogs. Then bring it over to the parents and ask them to sign it.
This may or may not hold up in court, but at the least, it will show the parents , just by constructing this document, you are very concerned for the safety of your dogs, and the kids. And also this potential attack really could happen!

I would SO not do this; I would SO not draw up a document saying anything at all about my dogs attacking!
That rings every alarm bell I have.
Think of the trouble people have been immersed in because they had a "Beware of Dog" sign......

I agree with Connie. This is not a "smart" plan as it could be used against you in court if that is what happens.
You need to take the proper course of action.
Now, you could send a certified letter to the neighbors asking them to "please keep the children off the fence". Make sure you keep copies and start a file.
Take video of the children teasing the dogs. Document, document, document. Dates, times, what the kids were wearing, what types of sticks or whatever they were using, what they were saying......all of that. The more detailed you are the more credible your case will be.
I would still check into a hot fence and make the necassary phone calls to find out what your rights are.
This is what I would do if these were my dogs.

Hmm, if barbed wire and/or hot wire are not allowed, or are illegal, how about planting some fast-growing, fence climbing, very prickly, roses or blackberry vines?

I agree with Connie and Carol about having a waiver signed. In our one experience with a waiver (regarding employees using woodworking tools in their free time in my husband's shop), it had NO use in a court and a jury was left to decide fault without taking into consideration that a waiver was signed. (Fortunately we won.)

Nah, if the dogs get it on their fur, they will bring it to you and you will break out. Not fun. Prickly stuff discourages the dogs from hitting fence with their paws, and discourages kids from leaning over, too.
