This is slightly off topic but you gotta love how some dogs will never allow themselves to be outsmarted with fences and containers (my PB and PB mix are that way - one even collapsed a chain link dog run) but other dogs just simply accept it (My lab-grayhound mix stands up and leans halfway over our fence and has never leaped it).

What about a Scat Mat? I use one inside my house to keep pets out of where they don't belong. They are thin plastic mats that have an electrical charge and shock the animal's feet. It feels like a strong static shock, like the kind you get from your car. When I bought mine they have these "doughnut" shaped ones specifically for going around a garbage can. Your dog goes near the garbage can and ZAP.

update: no more into the trash over the weekend...new home for trash cans: the garage. however, RIP for my plastic patio chair which Brenna mauled to death.

I would not use these since I have working dogs that need to go up, over, through, under, jump, crawl and search through rubble at times.
I would agree with the line of thinking that if they saw or maybe even sensed or smelled anything remotely similar then they would not go near it.
And when human life is at stake, that is a chance I am NOT willing to take.
I think it is a great idea for "pets" though.
