when i bought our old Dog Charlie from England to Belgium i had a lot of Hassle getting Paperwork in time and i allowed 3 months in advance, He had every test you could think of including a Rabies Shot then later on a Booster Rabies shot, even treated for Fleas and a signed paper from the Vet in England for that, lastly a Chip inserted, He can now travel back to England on his Pet Passport but it is not likely he ever will,
Cost in USA dollars was 1000 dollars for the vets fees
We drove to Kent in England across on the Channel Tunnel to France, The Customs Officer looked at the Dog through the car closed Window, the Dog looked Back at him, i went to pick up the papers to show the Customs Fellow and he wavied us on without even looking at them, that was on the French side, not so on the English Side they do not miss looking at everything and rightly so,
then a drive through France to Belgium and the new Home.
That's how it was getting our Star into Estonia. We went through two weeks in the States doing nothing but getting shots, fed-exing paperwork from the vet to the gov't and back, and e-mailing with Estonian officials to make sure we had all the paperwork we needed. With extra expense and time we got it all done in time for the flight.
Star was in my husband's doggie carrier with him on the plane, and when he walked out through customs in Estonia they wanted to know what was in his suitcase, but never even saw the dog in her carrier (it looked like a duffle bag) or asked to see one single paper! He just walked on out! (no-one on the American side ever asked to see one single paper, either. All they said was "oh, what a cute little puppy!").
One thing to consider....how long will you be staying in Africa? You may be able to get your dog in, but may not be able to export him out. Many countries don't allow importing animals from Africa. Lots of diseases to consider.
Good Luck.
