A no-bark collar is the very least of the issues here, it seems, as the picture becomes clearer.

I have been sitting here thinking about what I wanted to add to this thread.
This dog needs more exercise, and a SAFE place to be while you are not home, and by SAFE I mean a crate or a kennel run that stray dogs cannot get to.
I would say that you need to make time in your schedule to take the dog for runs or walks (raining or not) or at least take her out and play fetch or do some obedience work with her to help tire her out both mentally and physically.
If you make the time for her, she will be a much happier dog for it.
After all, you got the dog for a companion right? Well, she needs companionship all the time, not when it is convenient for you.

Holy cow, are you saying stray dogs get into your yard while your dog is outside, and you are away??
And you are not afraid for the safety of your dog? (dog fights, big dog attacking/killing her, a pack of dogs ganging up on her)
What about neighbors teasing her, throwing rocks or poisoned food? or reaching over the fence to try and "pet" her and then telling people she bit them? Or if she gets out of the yard and gets hit by a car? Or chews on a stick that cuts her mouth? or swallows a rock? ... or... or....
I have four dogs at the moment and I don't ever put them outside when I am not home, and when they are out I am either outside with them or looking out the window every two minutes to make sure they aren't getting into things, playing nicely, not in danger, etc.
I would seriously consider an indoor crate with dog walker, or build a secure kennel with floor and roof that will keep her safe.
No other dogs can get to her. She is inside a fence/kennel. She is never just loose in the yard when I am not with her. I'm not at all concerned about teasing or anything like that. Almost all of my neighbors have dogs, and a lot of them stay outside, they are the ones that come into my yard, There has never been any problems with people messing with other peoples animals.
I'm beginning to feel like the worst dog owner ever.

I thought you said that she would run off strays.
That picture in my mind really scared me.
If that's not the true picture, it's a big relief.
But IMO, you do have some modifications to make if you want a safe, non-barking, well-balanced dog.
If anyone sounds harsh here, you can trust me when I say that these are dog people -- all concern is for the dog. I'm sorry if anyone (like me) has been offensive, but we all address the welfare of the dog -- many of us giving very litle thought for the feelings of the owner.
I honestly do think that the criticisms made are valid. I don't much care about what the other neighbors' dogs get away with; they aren't writing for advice. ;-)

I did say that, but I meant she does it when we are outside together. Like if we are outside playing and another dog comes up she will run them off.
I didn't mean to confuse anyone.
I know everyone here is only concerned about my dog. And I appreciate it. All of the points brought up are valid, it just shocks me that I never thought of some of it. I don't really care what the neighbors dogs get away with either (as long as it doesn't affect me or my dog), I just want to do whats best for
Abby, and to make sure that she is a polite member of society so no one gets the dog police on her.

Seriously, though, these folks aren't trying to upset you, they just had the image of your dog being left alone with no protection from other dogs and people. They want to help.
No other dogs can get to her. She is inside a fence/kennel.
Is this a dog run? How big is it?
I really think in your situation, you need to look closely at the bark collar. What is your hesitation about it? And who told you that it could lead to problems if it was used for too long?

No need to go on feeling like that. Write back to the owners association and complain of 'roving wild packs of dogs'. Rewrite the script you play with your dog everyday. Use method acting when rehearsing the play, your dog will catch on and enjoy it as much as you, probably more. But submit the script to a rewrite, otherwise the play is a flop and doomed.

Well, you asked questions and got answers. How else do we find out stuff?
And as I said, the actual "bad" owners sure as heck don't write to this board and ask for advice.
You can really improve the situation. You got some great pointers here.
And as I said, if you need a little time to rearrange stuff, then I really would get someone to come and walk, potty, and play some fetch in the yard with her (daily).

It is a fenced in portion of the yard about 25 feet square
What is your hesitation about it? And who told you that it could lead to problems if it was used for too long?
I have been reading some customer reviews of different products. A lot of them were talking about their dogs developing sores and blisters around their necks from the device. I know not to take everything on the internet as truth though (I work on it for a living). Thats why I came here to ask. Even before I got Abby in Dec 2006, I have been coming to this site for advise and information. it has been an invaluable asset.
And as I said, if you need a little time to rearrange stuff, then I really would get someone to come and walk, potty, and play some fetch in the yard with her (daily).
I am going to work hard on getting these issues corrected. As it happens, my wife interviewed for another job yesterday which if she gets it she will be about 5 minutes from home. She would be able to come home on her lunch break and let her out and play with her. Man that would make fixing things for Abby easy.

I think that it is great that you are going to try and make more time for your dog.....I commend you and your wife for that.
