Well per the original post, if there's a person living in the same area as I that has a dog with an agression problem they can't handle; I feel it is my business to do what can be done to rectify whatever issues they're facing, before my or someone elses dog or body gets damaged or worse.
Yeah, I'd stick my nose in as a civic duty if nothing else.
If my dog isn't learning, I'm doing something wrong.

If not asked in person or posted on an open forum, I don't give info. Most people wouldn't take it anyway and would continue to do what they've always done that hasn't worked. However, if I see a dog is suffering in some way, then I'll butt in. Not hard and fast rules, every situation is different, but for the most part, I don't think people really want info from strangers (or family for that matter).
If I can see that a dog is aggressive, I would probably tell the owner that a professional trainer that knows how to deal with aggressive dogs is needed (I would not advise myself). But I'd have to literally see it, because a lot of people mistakenly describe their puppies or dogs as aggressive when in fact they're not.

So it sounds to me like if people are offering information, a red light should come on and I should also scurry away as fast as I can?

I quite agree it's a fine line to walk for sure, getting someone to listen to unasked for advice. But we're not talking about overhearing and interupting a conversation of a dog who's problem is dumping all over the house. We're talking about an agressive dog. A danger to the community at large.
Not more than three or four weeks ago in my area, some dog came out of no where and literally ripped a toy breed out of the arms of an 8 or 10 year old girl and proceeded to kill and tear at the animal in front of the young child. Is it the owner of the agressive dogs fault, most certainly. However I wish somebody had tried to talk to the idiot.
I don't understand this standing around thinking it's none of my business. And then in the same breath wonder where's the quality of life in my town gone to?
If my dog isn't learning, then I'm doing something wrong.

Me too, and in a measured way designed not to exacerbate an owner's already-stupid-and-crazy methods.
When it comes to animal abuse, for example, the last thing I want to do is enrage or humiliate an abuser who still has the animal.

Just to clarify and state my position, I'm not one of those who take the "it's none of my business" stance. It's hard for me to NOT say something. In the case of an aggressive dog, I would have done what I posted, mentioned that a professional with experience with aggressive dogs be consulted.
And I can't believe that in the case you mentioned, Randy, that NO ONE talked to the owner (not even law enforcement?). I would have done more than talk. That's why we have laws. I would have called the cops. Had it been my dog that was killed, I would have filed a lawsuit. Too many people breaking the laws, and too many people turning a blind eye. Tolerance for evil and/or law-breaking is not something I have, nor ever want to have.

Oh plenty of people wanted to talk to the owner of that dog.....After the fact. The last I heard the dog was under quarantine. And the owner was to be pts, no no no, scratch that, I was only dreaming. The owner was going to be liable.
My point was, if some one had spoke up before hand it may have been a nonincident. Who knows, he may have been talking about his dog in the dentist office or grocery store just the week previous. And if just one more voice had been add.......who knows how it might have turned out.
Ya just never know.
