since it seems like your neighbor is not for training her own dog. is it a chain link fence that borders the prop line? If so, you can train her dog not to get to close, with a hose or water bottle. Make sure it cant see you, then when it comes out running and barking squirt it. Hoses have great distance and its only water, over time i would think every time it got hosed it would learn to stay clear that side of the fence. i understand it will take some of you time away to do your own things but it might stop the barking
If my neighbor were to do this she would have one dog IN her yard (the boxer) taking the hose away and playing with it, or chasing after the water, and the other would be absolutely terrified and possibly react fearfully or aggressively. Punishing someone else's dog without their permission is, to me, like someone punishing someone else's kid without permission - you just don't do it. Also, depending on water pressure you can cause eye damage to the dog as well.
I do like the repellent idea though...if you try it let me know if it works.

Take videos and make sure that the sheriff ask to see the rabies tag. If your nieghbor is a dunk I would think the vet would be second on thier mind, and most states have strick rules for unvacianted dogs if they ask why you care say horse get rabies too. Or at least I think they do they wont know anyway just say it either way.
