I am sorry to hear that. How sad for that little man. Sweet though, that he chose you as an option to stay with. Obviously you have made an impression on him and he remembers that.

I think you handled the original situation just fine.
Before speaking to your neighbour about the incident, I'd research your local bylaws etc so you are coming from a position of knowledge.
Be careful with signs, as they can give the wrong impression to the 'uneducated'. Our sign say simply 'We Live Here' with pics of both dogs on it.
I's start with the 'cake' approach if you already have a good relationship with them. The next step could be arranging a friendly educational visit from the local Animal Control/Dog Warden.
It's important to be sensitive to the young man's needs, but not at the expence of you or your dogs.

What kind of fence is it?
If it's chainlink you may want to replace it with something sturdier and less see-through - that way the child can't torment them and they will not be able to bite if the kid sticks it's arm through the fence.
