I think you need to do what is best for your family. That does mean taking your kids feelings into account. But if you decide to move they will adjust. They will make new friends. Something you have to remember is that you and your spouse will be together long after the kids leave the house and start lives of their own. So don't minimize the importance of this move on your future and your husband's future.
You are right about the weather being a factor. I've been to Florida a couple of times and the weather there is, for the most part, awful. Just awful. Hot and humid all the time. The rain comes down in buckets and provides absolutely no relief from the heat and humidity. And lets not even discuss hurricanes. So that would argue strongly, I would think, for staying where you are.
As a Navy brat and the youngest of five, I can assure you they will not be scarred for life. The two oldest are certainly able to understand the reason for this move; discuss it with them and answer any questions. Let them get involved (via internet) with house hunting and school districts, etc... Once you have decided on a school district, I bet they can contact the school(s) and asked to be put in contact with some good students (via email) who can give them the low down on what the area is like and where the best shopping is, best movie theaters, etc...
For any disadvantages there will be as many advantages and new opportunities.
