If your getting technical about it then I would definitely have to agree with Matt's point of view. ScH3FH2 does make a good point that the rest of training world probably does not view it that way.
I think the most black and white terminology that everyone would agree on is Positive and Negative Reinforcement.
I don't think anyone's getting "technical" about it, but rather, are using the definition separately from its context; dog training. In dog training, the definition is not as broad as one might use it in daily life. JMHO.
