The thing is, one of the most basic tenents of training is to prevent unwanted behavior, which prevents rehearsal of unwanted behavior. To encourage the puppies to eliminate inside the house just doesn't make sense in this respect.
I totally agree with teaching elimination commands, but I don't use the appropriate word until the puppy is actually doing the behavior (e.g., I wouldn't give it the pee command before it's actually peeing, until it had made the connection between the word and the behavior).
As far as all the NOs, I prefer to say, "here, chew this!", and provide the puppy with alternative behaviors to do rather than the one I don't want it to do. In fact, I think that's one of the biggest mistakes novice owners make...always telling the puppy or dog what not to do, without providing it with an understanding of the behaviors that are wanted.
And, there is just no way I'd leave a puppy tethered to an object unsupervised.
I do, however, agree with your recommendations to get the puppies outdoors frequently.
