The area of the netherlands that i live in you can walk accross the town part in 5 min, the vet we have is the animal store, local vet surgen and he and his wife have a traning program for show animals. i found a place where i can buy necks in bulk but i have to buy 30 kilos at a time so i need to find a place where i can actually store that much.
Also because of the aggression i now have to muzzel him at the vets but ... i have NO idea how to muzle a pug??? safely for him

Muzzle his for the sake of the vet, or other dogs at the vet's?
I ask because of the extreme danger in muzzling a bracheocephalic dog, and a Pug in particular. If it was for the sake of other dogs, in the waiting room, I would find a way to take the dog in a side door, perhaps waiting in the car for a call to come in. If it's for the vet and tech, then it will be a very short time (but still, you are absolutely right that you can't use the usual cloth one that vets have on a Pug).
Put him in a crate and take him that way. There is no safe way to muzzle a pug.
Most pugs have high food drive. Perhaps if you have some slices of
grilled chicken or steak in your pocket you can make him forget about fighting.
I think the expression on a pug's face, the 2 wide eyes and the stiff little body, with an unreadable tail, plus all the super weird noises they make just breathing, can set other "non pugs" off and lead to a fight where no aggression was intended.
the vet wants him muzzeld for examns now , i allways crate the dogs when i take them in .. for thier saftey.. this vet handels alot of big animals and a greyhoud show kennel.. my dogs baarely ocme up to their ankels and i have never trusted and injured animal, not for a second.
The second "made to orde" butcher we had closed jsut closed but im still trying to find someone that will import in one of the nearby cities. The one that will order the necks doesnt order backs. I did order andother full crate of squab and have been giving them that for now.
