I was reading some older threads and you had mentioned that he would have an odor like corn chips. He has that! I remember smelling it and thinking it was an odd smell - not really a bad smell. He just smells like doritos or something. I can only really smell it if he's been sleeping in his crate for a while and then comes out.

This suggests a possible yeast infection, I'm afraid. This needs identification and then knowledgeable testing and exam to identify the underlying cause. You don't want open skin to become infected with bacteria.
I hope that you will take the advice of many old hands here and get a derm vet referral sooner than later. Nothing your GP vet has said (per the thread, anyway) indicates a familiarity with the area of dermatology and allergies. And it sounds more and more like you may be seeing two conditions at once.
Of course, I cannot see your dog and my opinions are baseless, but the opinion about getting in at a derm specialist is well-founded.
None of this would make me halt my plans to do the white sheet test and scrapings on the affected facial areas.
When I was at the vet last week she did an ear swab because at the time it seemed to me that he was scratching a lot around his ears. She said that they looked good.

I can hardly begin to tell you what a good sign that is. :-)
Ear involvement is almost de rigueur with yeast overgrowth and most allergies. (The inside of the ear is skin, and it's skin in a very vulnerable, close, dark environment.)
Finding no inflammation in there is such good news.
Carry on! I would do the white sheet before the vet visit, if possible.
I just want to acknowledge that what has been said here, as far as the realities of allergies, the steps to take and the different reasons for itchiness (fleas to ringworm to yeast and atopy) makes this a GREAT thread to "favorite" and refer back to.
