So he is slower when you don't use his favorite treat (food) than when you use ball or voice?
That to me says the dog knows the excercize and isn't confused. The dog is a year old, if he has good food drive use it. Once the speed is there go to intermittent food reward. If the dog doesn't value the ball, and your "good boy" use what he does.
He is a year old. I wouldn't worry about him being too food dependent.
The other side is that some dogs are just slower. Nervey dogs are (generally) faster, but what is on the other side of the fence isn't always greener. I have 2 dogs, one calm and stable and one bag of nerves. The nerve bag does the fastest sits and flip finishes you have ever seen, but is eternally crooked. Just part of the deal. I can get her straight at home in a controlled environment, but put her in public and we are crooked city. It is a trade off.
