I can see why your Mum was reluctant to report the incident, especially as she couldn’t be certain of the identity, and your own experience of a similar report.
In our micro village, every dog owner knows every other dog owner, either by name or sight, and a few of us have had some problems with one pea brain and her pack, but like the ranger in your area, our dog warden is usually to be found sitting in his nice big 4x4, or behind his desk, being completely ineffectual.
It is so reassuring when our council tax goes to such stirling services – NOT!!

Same here!! Couldn't care less when I reported a kelpie x chasing/attacking people and tried to attack mine all in the same morning! Guess they only have manpower to chase bully type dogs
