This is a stupid conversation. . .there is no comparison between the pitt and the German Shepherd when we are talking about service work.
Breed 10 litters from the "game bred or newer working" lines of pitts, and breed 10 litters from the working lines of German shepherds. . .
Which breed will produce more capable dual purpose service dogs????

There are some nice pitts, but please. . . I'm sure there are a few rare individuals that can be good police dogs. . .but, they have been bred for different things.
I wouldn't take odds on a GSD winning a pittfight, that is what they are bred for. The German Shepherd has been bred for man work and police service for 100 years.
