I disagree.  Companies spend enough time in court, I did think they are going to court for anyone unless they are the defendant.
I agree with the fact that you have a chance in court.  I often have my dog in situations and do not have a physical leash, but the ecollar is always on in any case, if I have  a leash or not.  I can only speak for me and my dog's, but I'm 110% certain I can control him in the worst case scenario, providing he is on the ecollar.
I'm definately in your corner on the issue, but I don't think the court would rule in favor.

Well, now that's a good thing isn't it??? 
Now might be a good time to take a proactive stance and push to have the city amend the ordinance.
