I think what I'd do is wait til neighbor isn't home, and break the thing somehow - knock it's lights out. If it can't be heard by human ears they won't know if it isn't working right? Meanwhile keep your dog quiet at night and whenever barking might be annoying to them. Hopefully everyone is happy and no super-sonic device hurting your dogs' ears. I hope something works, I know I couldn't deal with a neighbor trying to "deal" in any way with my dogs.
Rashmi, I'm no lawyer or anything, but I think if you can demonstrate that it harms your dog either through loss of hearing or by making it afraid to go outside, I think you have a cruelty case or at the least grounds for going to authorities. If you can prove that the device emits at a damaging decibel level and take the info to the vet and if the vet can say something to the extent of "your dog's hearing has been damaged by this" or "wow that equipment MAY damage your dog's hearing because it's loud and constant," then you may have grounds to pursue this legally. In any case, it doesn't hurt to try.
Or move. The actions of bad neighbors just seem to worsen over time, like a cancer. I've lived next to a drunk who beat his sons who weren't winners themselves and on top of that they had an EXCELLENT rottie that they kept chained outside all the time. The rott broke off the chain and ran after me as I walked by it one day, this was when I was younger, and I just greeted the dog in an excited voice and he started wagging his whole body from joy. They didn't deserve a dog like that! In short, just look into moving. We've dealt with the police practically on a weekly basis because of those neighbors, and it eventually got resolved...... we moved. <img src="/ubbthreads/images/graemlins/tongue.gif" alt="" />

I appreciate your point about dealing with dog-unfriendly neighbors. Maybe our (or MY) natural reactions of defense and anger can be counterproductive. As you and Molly point out, one thing we don't want is a neighbor who is "dealing with" our dogs.
Before I understood the device, via Will and Mike's answers (back when I was thinking "compromise and peace-making"), I found a few sites that addressed the neighbor issue.
My personal thought is that this is worth attention, and probably canine-health-related. But if not, I'd be glad to continue the dialogue and suggestions by PM.
Can someone point me to some information other than hearsay about these things being detrimental? I've looked and can't find anything other than this thread.
