Check out your local shelter. There are often many wonderful small dogs that have been turned in. They are mostly mutts, but occassionally a purebred shows up too. Breed rescues are also a good place to look if you like a breed but can't afford to buy from a breeder.

Ditto. My dogs have all been adopted rescue or shelter dogs.
May I say that this is something you should do with a clear eye. One thing, if I may presume to advise: Do not take children along to look at shelter dogs. Do take along an uninvolved dog-savvy friend. Make the decision after a couple of visits. It's very hard not to take the most needy, but that is not always the best for the dog or for you.
I think it helps that so many shelters now have photos and facts on their web sites -- for before you ever even go.

I have to suggest Cavalier King Charles Spaniels. Very healthy (save for occasional ear infections, but those aren't expensive to treat), moderate grooming needs, lovely temperaments. Naturally quiet dogs; they aren't yappy like most toys.
I've done a lot of research into them as my mother would like a smaller dog when I and my dogs are out of the house. Being English Springer Spaniel people now, the Cavalier seemed a likely fit. They are lovely little dogs.

I second (or third?) the Frenchie, they are cute, smart, with a lot of character. A slightly larger dog is a beagle or beagle mix. They do bay, of course, but do not yap, do not make noise just to hear themselves, they are very sweet, and will leave the cat alone.

I can only share my personal experience. A toy poodle I had when I was young would both bark and chase cats, AND had issues as it got older. My G.Grandma had a Boston Terrier, and i LOVED that dog. Hilarious personality, and easy to train.
However, I have a Rat Terrier, and it's not my first. He doesn't chase the cats, but does give hell to local squirrels and isn't yappy at all.

Beagles are SUPER dogs for kids and as companions - and there are smaller ones, they look like puppies for their lifetimes. I love Beagles. However, Beagles are hounds - they are incredibly difficult to train, housebreaking is VERY hard - and they never ever can be taken off-leash (without e-collar training). They will put their nose down and without 'trying' to run away, will be in the next county before you know it. They are never dog aggressive, great with kids (already said that) and not a problem with cats/critters - bunnies watch out though! As for barking - nope. But everyone who lives within a mile of my kennel knows when there's a Beagle boarding there, though - they do howl/bay, and have a huge voice for a little dog!

i'm not a fan of toys, in general. they tend to be nervous and high-strung. i agree with the others who said if you want to get a poodle, get a miniature, not a toy. i've known some very nice, quiet, well-mannered, tractable miniature poodles.
the bulldog types always have breathing and whelping issues. they have such wonderful personalities though! they are lovers.
maltese are nice dogs, for toys.
you might also want to look at the coton du tulear.
if i were getting a small dog, i'd go for a corgi. i don't know how they do with barking and cats, though, but they have great personalities.

I third, the King Charles , we love ours and we have toddler to teen, and he has been great and loveable to the kids.
To many who say this dog is better than this one because of health issues, show me a breed that doesn't have a health issue
