I only know that right now I have a K1 lisense for my own dogs, and a B2 lisense for the boarding kennel. The Dog Warden comes twice/year without notice, to inspect my kennel and where I house my own dogs (outside pens and fenced yards when they aren't in the house). He is VERY by-the-book and makes comments every time on what could be better - if I don't have tarps up over the outside pens by his spring visit, he tells me about it (for shade in the summer) - if there are weeds anywhere near the kennel fencing, he tells me about it - every time he suggests concrete or gravel in my outside pens (which are ground/sawdust with stall mats). In the boarding kennel he checks all the dogs, the kennels, the water buckets, the food room - if it were too hot/cold, water buckets grungy, dogs in unsanitary condition or standing in a dirty kennel (which they never are) he would definately not sign the form that passes my inspection for that visit. He would then come again to make sure I was "up to par". Of course, my dogs and my boarding dogs are kept in clean kennels, with clean water and clean blankets - everything is always very well-kept and he always signs the forms. But if the new regulations called for a certain size kennel run - he would measure mine. If it called for concrete or gravel in my outside pens or permanent shade instead of tarps - he would not sign my K1 inspection form. It would definately be a problem, at least with my Dog Warden.
I have always wondered how he can inspect the puppy mills in the area, or Amish-run breeding operations, and pass them with the same careful inspection guidelines he gives me. I still haven't figured out the answer to that.

Hidden operations, remote barns, unlicensed owners...... not so easy to police them. JMO.
I emailed and snail-mailed to the authorities in Molly's posts, pointing out exactly who these language changes would hurt and who they would not stop.
The Dept. of Ag contact page did not require my address (or state), and to the others I said "I understand that I am not in your constituency. But the rest of the country is watching this, too."
We have one dog warden for our county. He also covers two other countys. One dog warden for three countys. So, obviously there are some kennels that he hasn't been to in a few years. He mostly responds to complaints and he takes them in the order that he gets them. Getting ahold of him can be difficult because he is never in the office but I'll be talking to him monday and I'll ask him what he thinks about this.
I have been told that under the new laws the kennel owners home will be now included as part of the kennel. This is so that they can come in and search your home without a search warrant. this is absolutely out of control it will not stop with PA it will spread to your state sooner or later. thanks.
